Надійшла важлива інформація від Президента ЄГФ:
Dear all,

here's an overview what's going on. Please distribute the news through your channels as soon as possible.

Any ideas (and help !) about the upcoming World Mind Sports Games in Lille are welcomed. We have the one and only chance (for about 20 years) to host the World Mind Sports Games - and show European Go. We have to do our best although it will be impossible to set up an event similar to the 1. WMSG.

Best regards
Martin Stiassny

Ad 1) European Youth Go Championship

Very soon this important event will start in St. Petersburg. For more details please look at http://eygc2012.go-federation.spb.ru/.
These three tournaments (U12, U16 and U20 (!)) will work as qualification-tournaments for the Transatlantic Youth Match and the World Youth Goe Championship. Please contact either Jana Hricova (hricova.go@gmail.com) or Maxim Podolyak (m.podolyak@gofederation.ru) at once if you need any help !

Ad 2) 4. Transatlantic Youth Match

On Sunday at 15:00 and 18:00 GMT this competition will be played again on 11
boards (KGS, Transatlantic Youth Go Tournament Room). The EGF board-members Ales Cieply and Jana Hricova will manage it all. The nomination for the European team (against USA/Canada) depends of course on the results of the European Youth Go Championship just coming up in St. Petersburg.

Ad 3) 33. World Amateur Go Championship

As usual during the WAGC we’ll have the General Meeting of the IGF. This year it might be possible that two European countries (Latvia and Kazakhstan) will be accepted as new IGF members. Also the president (and the office) of the IGF will change from China (back) to Japan, for two years. We will have again doping-tests at the WAGC. Just to keep in mind: The time when the flights to the WAGC are paid by the IGF or IGF-sponsors will not come back in the foreseeable future.

Ad 4) 4. Kidocup

For the 4th time Hamburg will host the Kidocup (biggest European weekend-tournament in 2011), again with Korean Professionals. Details and registration at http://www.kidocup.com/en/. Major change in this year: Also European Professionals can start at Kidocup !

Ad 5) European Pair Go Championship

This year’s event in Lyon should motivate many pairs to play the championship. We have very interesting aspects which we’ll try to keep for the next years as well. According to the policy of the EGF (taking results of European championships as the main item for nominating players for international events) this year’s European Pair Go Championship will be the qualifier for
a) The pair(s) who will represent Europe in the 2. SportAccord World Mind Games (Beijing, December), a tournament for professionals and amateurs
b) The amateur-pair(s) who will represent Europe in the World Mind Sports Games (Lille, August), if there will be a limitation on the number of pairs
c) The best placed amateur-pair wins a seat at this year’s International Amateur Pair Go Championship (Tokyo, November) !

Especially c) is a new development. For the first time a pair can play at the IAPGC independent of the “country-points” and independent from the national nomination-procedure if a European country can send a pair to Tokyo. For more details look at http://lyon-shinogi.jeudego.org/calendrier/2012_pairgo/ or contact me (martin.go.europe@gmail.com)

Ad 6) Korean Professionals on tour through Europe

For the first time Korean Professionals will travel through Europe in summer. In close cooperation with the Korean Baduk Association two trips are nearly fixed, where always two Professionals stay about 6 weeks in Europe, visiting weekend-tournaments, summer-camps, the European Congress and the World Mind Sports Games. The first group, Ms. Sohyun Park, 3p and Ms. Juyeon Ko, 8p, will start at 21st June from Korea visiting a tournament in Wales, the three summercamps in Sweden, Poland and France with a final visit of the European Go Congress, leaving on July 28th back to Korea. The names and the exact schedule for the second group are not fixed yet, but they should arrive for the second week of the European congress, with later on visiting at least the World Mind Sports Games and the Dutch summercamp. More details will be published when available.

Ad 7) 56. European Go Congress

Please look at www.egc2012.eu for details on the numerous events. Some points you should know when deciding about your participation:
a) The entry-fee includes a two weeks ticket for public transport. “Non playing” accompanying people can buy such a ticket for a special prize of 25 Euro
b) Because of the perfect connection by undergroundtram from the center of Bonn to the venue you can take any accommodation in the Bonn-area. You need not to be very close to the city-hall.
c) The organizing team is still trying to offer a very cheap accommodation (with sleeping-bags) but because of laws it is very difficult
d) Don’t forget the next deadline on cheaper entry-fee, it’s 30th April
e) Cheap flights are available with the destination Cologne, Duesseldorf and Dortmund (besides the Ryanair-airports Weeze and Hahn, both more than 2 hours travelling away). Look especially at (www.germanwings.com)

EGF executive-board approved two changes on the rules for the EGC2012:
a) In the European Championship the 4 players who lost their games in round 8 will not go back to the main-tournament but keep in the European Championship playing for exact places 5 to 8
b) The winner of the main-tournament will be the Open European Champion, regardless of his / her citizenship

Ad 8) 2. World Mind Sports Games

The 2. WMSG were just announced by IMSA. It will be a 15 day event in Lille / France, from 9th – 23rd August 2012. They will happen in a big congress- and exhibition center (www.lillegrandpalais.com).
a) Sorry, no financial support for the participants. The participants (or the national federations) are responsible for their expenses..
b) All Go competitions for amateurs only
c) Not defined which competitions will happen. IGF delegated the event moiré or less to the EGF. We will for sure have a pair-event, individual-events (male and female) and maybe a youth-event, with limits on the number of players/pairs per IGF-country
d) EGF will add probably some “EGF-responsable” events, for example a tournament open for everyone (!) – the style we are used to have in Europe

Any ideas about “our EGF-tournaments” are welcomed (for example city-team-tournament ?, tournament for kyu-players ?, tournament for school-children ?).
More announcements on the WMSG will follow in the near future. We will probably concentrate on a one-week event (15th – 23rd). Bridge will show up with 1.200 players. Also Poker will come to Lille (as demonstration sport).

Ad 9) EGF Qualification for SportAccord World Mind Games

This qualification will be played in Lille during the World Mind Sports Games. The number of invited players and the mode of the tournament depends on the final decision, how many seats Europe will get for the Beijing-event (December 2012). Again EGF will help covering the expenses of the invited players who want to come to Lille. Players of the Qualification Tournament (s) will be able to participate in the WMSG-events as well if they fit the other WMSG requirements.

Ad 10) 29th World Youth Goe Championship

This year the event (originally planned for Prague) will happen in China. Europe got the right to nominate 6 players (3 under 12 and 3 under 16). European Team leader will be EGF vice-president Jana Hricova. Nomination for this event will be done regarding to the results of the European Youth Championship (St. Petersburg) coming up very soon. It’s a pity that there will be a conflict between the two important events, WMSG and World Youth Goe Championship.

Ad 11) European Iwamoto Memorial

To celebrate its 20th anniversary, the EGCC will organize a big tournament for Top European players (by invitation), with professional trainings and a tournament for all players. Details and a webpage are under preparation.

Ad 12) 22nd International Amateur Pair Go Championship

It’s not finally decided how many seats Europe will get this year. But one pair will be decided directly at the European Pair Go Championship in Lyon. The EGF will support this pair by covering the personal expenses for the flight-tickets. Probably the World Pair Go Association will reimburse this year only 50% of the air-fare, so less than last year when it was 70 %. Unchanged, only Amateur-pairs can play in Tokyo. Therefore only an Amateur-pair can win a seat in Lyon for the IAPGC.

Ad 13) 2. Sport Accord World Mind Games (SAWMG)

At the moment for Beijing three events are planned - pair, men single, women single. Till now it is not defined how many seats Europe will get in the different competitions. But with this plan no citizenship limits (compared to last year’s event) for European players. This will help a lot for the European qualification tournament (s) for the SAWMG 2012 (probably to play during the 2. WMSG in Lille)

Надійшли листи з цікавою інформацією від Президента ЄГФ:
Dear friends,

here's a summary of announcements and activities, just running or coming up. This is part one, more to come within this week.

Please read the points carefully and spread it if necessary.

1. 35th World Amateur Go Championship - July 2014
The championship will happen in Gyeongju, a city near Busan in the southern part of Korea. The date is 4th July (arrival) to 11th July (departure). As usual for a WAGC all local costs are covered, but no travelling expenses. Pick-up service will be from Busan airport (not Incheon !). Attached are two documents (invitation, schedule). I assume that you got an entry-form for your representative direct from the IGF-office (sorry, I don't have one).
Some comments:
-- On 5th July there will be the yearly general meeting of the IGF, with the change of the President of the IGF (I still don't know the name of the new president from Korea). Additional Yuki Shigeno will end her 8-year task as General Secretary while Hajin Lee will be our new General Secretary in the IGF.
-- Not paid IGF membership-fee can be paid directly in Korea, but preferred is of course a transfer to the treasurer of the EGF, Hans Kostka.
-- If your (planned) representative will be certified by the EGF (in May and June 2014) as one of the two new European Professionals it's still no problem to send him to Korea, because the official begin of their career as Professionals will be the 1st August 2014. In July they are still amateurs. Such a procedure is usual in far-east.

2. Prime Minister's Cup - September 2014
KABA sent a mail about a tentative plan for this year's KPMC, you should have got it directly. The KPMC is planned for September 2014 in Seoul. The invitations will be sent in May 2014. There's an important change compared to last year's KPMC. This year only the local costs (accommodation, meals, transport) are fully paid. From the flight-ticket KABA will pay 50%, with an upper limit of 1 Million Won (about 700 Euro). KABA will buy the tickets and the players have to pay in Korea 50 % of these tickets, or more, if the ticket costs more than 2 Million Won. Although it sure will be a problem for some countries to support two players within three months to go to Korea, I hope on many participants from Europe.

3. European Go Congress 2014
Not sure if I communicated that a company “near CEGO” will be our main sponsor for the European Go Congress. We got already the money; this helps the organizing team to cover some expenses which must be paid before the congress. Pandanet will sponsor again the Pair-event (on Thursday/Friday in the first week). Not announced, but probably coming up: A very special competition-match between 8 strong Europeans and 8 players of the group of Chinese guests we expect in Sibiu. This game is scheduled for Monday, 28th July. It sure will be fun combined with the chance to win some money, given by another, private sponsor from China !

Don’t forget: EGF Annual General Meeting will be on Tuesday, 29th July. You know, one of the most interesting tasks is the decision about future congress(es). If you are thinking about hosting an European Go Congress – no need to hurry. EGF Executive-Board decided to go back from the 4 year to a 3 year term, like we had it some years ago. Till today EGF has not got any bid for EGC 2018. Well, no problem, no decision for EGC 2018 this year, will be decided in July 2015. But of course we like to hear about ideas for 2018 and later…
By the way, in the meantime I got an official request from South African Go Federation asking for the status of an “associated member” of the EGF. We will discuss about this in Sibiu as well.

4. Samsung Cup World Division – August 2014
Like last year EGF got again an invitation from KABA/KBA (Ms. Hajin Lee) for nominating 4 strong amateur players from Europe to compete with 4 amateurs from US/Canada in a three round knockout competition in Seoul. The winner is qualified for the last 32 players of the Samsung Cup ! For details look in the attached document.

No question, last year’s participants said, “it was a very interesting event”. But unfortunately we’ll have the same problems like last year:
a) The three rounds are played from 3rd August to 5th August. So we are talking of a minimum 5 day trip to Seoul – exactly during the European Go Congress
b) The players are supported by $ 1.000 for all, which is sure not enough for the flight and accommodation in Seoul. About meals I don’t know, maybe paid. Probably the EGF will be able to support each player with € 200, but not discussed on the EGF-board till now (new case since last week).
c) The most serious point: How to find 4 strong players for playing Go in summer but not playing our EGC ?

Some ideas and remarks on c):
Easy to see, in this case EGF really needs your help. We should try to nominate only 6 dan players or stronger, but on the other hand we know that European 5 dan players can also win against 6 dan amateurs from US.

Compared to last year we have one advantage – more time for “finding” our players.
Maybe you know a strong player who is already studying in Far East (Japan, Korea Taiwan, China). Last year we could convince Rob van Zeijst to come over from Japan. Or maybe you know someone who is planning a far-east trip (for example Summer camp in Japan) who is interested to go to Seoul for some days.

Of course I will pass this information to many strong players in Europe, but it will still be a difficult task to find 4 players.
Last year I told the organizers that these days in the beginning of August are terrible for Europe – but as you can see on the attached paper it is embedded in the whole Samsung Cup. So: Take it or leave it. I want to take this chance for European Go.

*********** end of part 1 ***********

More news – part 2 ************

5. Pandanet European Team Championship

In league A the final four countries are fixed after round 8. It will be Czech Republic, Russia, Ukraine (all three like last year) and France, instead of Hungary compared with 2013. Like last year the three matches (round robin) will be played on Friday evening (25th July) and on Saturday (26th July).
Again we will arrange Pro-comments and broadcasting on Pandanet. The three rounds are treated as rounds 10, 11 and 12 of the competition, so the teams can change from round to round the players as long as the players are members of their team. Financial support will be given only to 5 players, but of course the countries can nominate more players for the finals in Sibiu.
The details about the support for the teams will be published next month. The prize-money, all over (unchanged) 10.000 Euro, will be transferred to the national Go-organisations by bank-transfer after the event.

6. Academic System (studying in Beijing) 2014/2015

According to our cooperation contract EGF-CEGO the EGF has the right to nominate up to 10 persons, who can enter the teaching-program every year. As you see right now (http://eurogofed.org/cego/index.php?id=1) this is not only the studying time in Beijing but also a three months online-teaching.

The start will be middle of September, latest beginning of October in Beijing, till end of February 2015. So we are talking about more than 5 months. This cannot be handled with a simple visa, which is limited to maximum 3 months. But our friends from CEGO know how to manage and might help.

Now it’s time for “collecting candidates”. Here are the conditions:

Wish to become Professional player
Under 26 years old (on 1. September 2014)
EGF-rating at least 2500, better higher than 2550
Support by the national Go-organisation (a short mail is enough)

The relative high rating-number is based on the experience of the first circle with our five students. The stronger the players are, the more they can profit from the daily teaching in Beijing. Exceptions on the age-limit are also possible. The final decision will be done by CEGO, in cooperation with the EGF. The deadline for applying for this studying-circle is 15th May 2014. It’s our plan to decide very quickly after the deadline who can go to Beijing. Then the players have enough time for managing their private issues, including applying for visa and booking flights. Besides the flight-tickets all expenses in Beijing are covered (accommodation, travelling, pro-teacher’s salary, pocket-money for meals, tournaments’ entry-fee).

Players who apply for joining this program should send a mail to our secretary, Lorenz Trippel (ltrippel@gmail.com), with their personal data, an actual photo and some sentences about their go-history and their (planned) go-future. We need a CV – this is also very important for CEGO, because these players will be “presented” in Chinese media (TV, Go-magazines, press)

Three additional remarks:
a) Also Professionals can participate in the program
b) It is possible to participate several times (years)
c) All over it’s a 9 months teaching offering, from Sep 2014 to June 2015

7. International Collegiate Go Tournament – Hong Kong

Today I got the announcement of a very interesting tournament for students, organized by the Shanghai branch of the Ing Chang-ki Foundation. The tournament is open to any individual who is, has, or will attend University (both at the graduate and undergraduate level) in the 2014 calendar year. Exceptions can be made if the individual is taking time off from school, but is planning on continuing in the foreseeable future.
The Ing Foundation would pay for every student's: Room, board, travel within Hong Kong, tours and events planned by the Shanghai Ing foundation. The student conversely would be responsible for their airfare to and from Hong Kong, as well as any nightlife entertainment or souvenirs outside of the preplanned events.

Date: 7th July (arrival) – 13th July (departure) 2014

Details (invitation letter, schedule, pictures) https://college-go.org/events/

Anyone who is interested to go to Hong Kong should contact me, I’m in direct contact with one of the organizers. I hope some players in Europe can use this chance. It is one of my goals to intensify the contacts to the Shanghai Ing Foundation because they are always very interested (and possible sponsors) in Go-activities for young players (pupils and students). I hope on more support for European Go by the Shanghai Ing Chang-ki foundation in the future.

8. GLOBIS Cup World Youth Go Championship (U20)

This tournament will be played in Tokyo, organized by the Nihon Ki-in and sponsored by GLOBIS Company. This is a new event for 16 players, where Europe got one seat. It will happen from now on every year (hopefully true).

According to our announced rule set for selection we nominated the winner of this year’s European U20 championship, Lukas Podpera from the Czech republic, to represent Europe in May 2014. Jana Hricova will accompany Lukas; the organizers also invite one official. As for this event all costs in Japan are covered, but not the travelling expenses to and from Japan, the EGF will pay the tickets for Lukas and Jana with an upper limit of € 750 per person.

9. EGF Nominations for International Tournaments

Vanessa Wong, 5d (UK) represented Europe in the 2nd Bailing Cup, played in Beijing in March 2014
Fan Hui, 2p (France) represented Europe in the Chunlan Cup 2014, played in Taezhou, China.
Look athttp://igokisen.web.fc2.com/wr/cl.html
Sport Accord 2014 European representatives (assuming that Europe gets again 6 seats, 3 female and 3 male ones) will qualify on different events:
a) One woman and one man at European Pair Championship, May, Helsinki

b) Two women at European Women’s Championship, 28/29 June, Kazan

c) One man in European Championship, August, Sibiu

d) The male leader of the new Bonus Point List *), status on 31st August 2014

This event is open for Amateurs and Professionals and will happen in December 2014 in Beijing

*) More comments on Bonus Points will follow in later topics

Probably we will get again an invitation to the so-called “Women World Championship” in China, to be played in September or October 2014. Nothing decided about the European representative at the moment. The result of this year’s European Women’s Championship should be considered.

European Go Yearbook 2016.
